Al-Ameen Organization welcomes Dr. Mahmoud Daher as its new Executive Director
In a new milestone for its humanitarian and institutional journey, the International Association for the Care of Victims of War and Disasters (Al-Ameen) is honored to announce that Dr. Mahmoud Daher has joined its leadership team as Executive Director, effective today, Sunday, November 1, 2026. This transition is part of a seamless administrative handover designed to ensure operational continuity, build upon existing achievements, and open new horizons for the development and expansion of the organization’s humanitarian programs and projects.
Dr. Daher brings with him over 25 years of professional and humanitarian experience in public health, humanitarian action, and institutional leadership. His arrival represents a significant asset to the organization, strengthening its aspirations to broaden its humanitarian impact and enhance its response to the growing needs in areas affected by crises and disasters.
Dr. Mahmoud Daher holds both a Master’s degree and a PhD in Public Health. He possesses extensive expertise in health systems development, emergency management, and humanitarian response. Having spent more than two decades working with the World Health Organization—serving in various leadership roles across Palestine, Turkey, and Yemen—he has left a notable mark through his stewardship of health and humanitarian programs under exceptionally challenging circumstances. He managed the World Health Organization (WHO) office in the Gaza Strip from 2007 to 2019 and served as the acting WHO Representative in the Occupied Palestinian Territory in 2013 and 2014. During this time, he contributed to the development of health programs and the strengthening of life-saving medical services. Later, he led the cross-border field operations team based in Gaziantep, Turkey, playing a pivotal role in ensuring the continued delivery of aid and medical supplies to northwest Syria throughout years of bombardment, displacement, and the COVID-19 pandemic. In doing so, he helped sustain essential health services, bolstered the resilience of medical facilities in the face of crises, and alleviated the suffering of millions of affected people.
His final professional assignment was in the Republic of Yemen, where he headed the WHO sub-office in Aden from 2023 until mid-2026, continuing his work in leading health responses and advancing humanitarian efforts in some of the world’s most vulnerable settings.
Beyond his extensive field and leadership experience, Dr. Daher has established a significant international academic and professional presence. He has contributed to various scientific research papers and reports—including publications in The Lancet series on health conditions in the Occupied Palestinian Territory—and served as a member of the steering committee for The Lancet–Palestinian Health Alliance. In 2008, he participated in the U.S. Department of State’s International Visitor Leadership Program, and in 2016, he received an Award of Excellence from the WHO Director-General. Fluent in Arabic, English, French, and Hebrew, he has also frequently appeared as a speaker and lecturer at various international universities and academic institutions. Throughout his career, Dr. Daher has viewed leadership not merely as an administrative responsibility, but as a humanitarian commitment—one that places people and their needs at the very core of priorities. He operates on the firm belief that the value of any endeavor is measured by the impact it leaves on people’s lives. His professional journey has been defined by a focus on building partnerships, fostering teamwork, empowering local personnel, and developing sustainable health and humanitarian responses.
In welcoming Dr. Daher, Al-Ameen sees a fresh opportunity to build upon its more than fourteen years of field experience. By leveraging his extensive international expertise, the organization aims to strengthen its institutional capacity, refine its programs, expand its network of partnerships, and reach even more of the communities in greatest need.
Al-Ameen views this new chapter as a continuation of its long-standing commitment and institutional growth—a phase dedicated to achieving further milestones and creating a lasting impact. It is a convergence of expertise and mission, where vision aligns with action. Throughout this journey, human dignity—along with the fundamental right to health and a decent life—remains our unwavering compass. Guided by these principles, we move forward toward a deeper humanitarian impact, broader partnerships, and a future better equipped to address the essential needs of humanity.
