It not only manages development projects but also added advocacy to empower Syrian civil society and strengthen local governance in all its projects. 

Main Purpose 

Defining, coordinating and monitoring the medical activities under his/her responsibility according to AHS protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population  

Accountabilities 

  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to AHS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions. 
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service  
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to AHS procedures.  
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.) 
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participation in shifts and replacing a doctor, if necessary. 
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required 
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.). 

AHS Section/Context Specific Accountabilities 

Strategy 

  • Updating the medical context analysis on a monthly basis, focusing on the needs and demands (new outbreaks, displacements or increase in the number of patients) and also on the available response (health facilities closing or opening). 
  • Actively participating in conducting needs assessment missions as required.  
  • Elaboration of a project medical strategy at the beginning of Q3, including the main activities, the resources needed (human, pharmacy…), a Log Frame and a chronogram for the implementation. 
  • Updating the chronogram and redefinition of the priorities on a monthly basis. 

Implementation 

  • Medical/Technical support to our Partners, with a focus on quality improvement (patient safety, effective care and community engagement), integration and continuum of care. 
  • Pharmacy: In collaboration with the Mission Pharmacist, selection, ordering, management and quality use of medical products, including good storage and distribution practices, good dispensing practices, rational drug prescription monitoring, patient therapy education, antimicrobial resistance and pharmacovigilance. 
  • Data: In collaboration with the Mission Epidemiologist, ensuring an accurate register, encoding and dissemination of medical information, respecting the AHS Health Data Protection Policy. 
  • Sexual and reproductive health: provide support to the partners to conduct antenatal care, postnatal care and contraception services, as well as medical and psychosocial care for survivors of sexual and gender-based violence. 
  • Mental Health: In collaboration with the MH Manager, ensure access to psychosocial services for the targeted population, including the pilot of access to psychiatric care through mhGAP in one of the facilities. 
  • Health Promotion: In collaboration with the HP Manager, increase the control of the populations over their health. 
  • Environmental Health: In collaboration with the EH Manager, ensure the populations in the targeted areas have access to safe water, hygiene and sanitation. 
  • Staff Health: In collaboration with the MedCo, implementation of the Syrian and Turkish Staff Health Policies. 

Reporting 

  • Monthly MMR with the main indicators commented, highlighting the challenges, their causes and possible solutions. 
  • Quarterly narrative with explanation for all the indicators of the LogFrame.  

Collaboration 

  • Regular visits (once a month) to the supported structures in North Aleppo and North Central Syria 
  • Regular visits (if possible) to Gaziantep to meet the PC, MedCo and the partners. 
  • Regular on-line meetings (at least once a week) with each supported facility for technical support. 
  • Regular on-line meetings (at least once a week) with PC and MedCo. 
  • If other medical staff members are recruited, participate in the human resources management across the cycle of the employee (job profiling, recruitment, priorities setting, induction, feedback process, leaves, learning, development and debriefing). 
  • Performing assigned additional responsibility or tasks as required by the Project Coordinator or the Medical Coordinator. 

Requirements 

Education: Medical doctor or paramedical degree.

Experience: Essential 2 year working experience related to the diploma/degree and desired previous experience in AHS in the field. Language: English is required
