About IRVD – Alameen 

Foundation: Alameen organization is a non-governmental non-profit humanitarian organization established in 2012 as a volunteer community initiative by several doctors and academics supporting the late martyr Mohammad Ameen Harsouny, in response to the needs of those affected by the Syrian humanitarian crises and in commemoration of his memory.

Alameen is Officially licensed in many countries such as The United Kingdom, Sweden, The United States, and Turkey. These main offices are officially registered with a charity status facilitating advocacy activities, fundraising opportunities, and spreading our cause loudly everywhere we can.   

Alameen has been also involved in humanitarian responses as operational missions in Turkey, Syria, Lebanon, Yemen, Somalia, Palestine, Sudan, Iraq, Ukraine, and Djibouti over the past years. In these mission offices, Alameen coordination teams operate in coordination and collaboration with local authorities, providing services through three main Humanitarian programs: Health and Nutrition, Protection and Education, and Emergency Response. 

Purpose of the Position 

The MEAL Officer is responsible for designing, implementing, and maintaining a strong Monitoring, Evaluation, Accountability, and Learning (MEAL) system that meets organizational standards and project requirements. This includes developing monitoring tools, conducting baseline, midterm, and endline evaluations, tracking program outputs and outcomes, and contributing to annual reporting. The role ensures accountability to affected communities through effective feedback and complaint mechanisms and promotes program learning by capturing and sharing lessons learned. All MEAL processes will be gender-sensitive, participatory, and inclusive, ensuring the voices of children and other vulnerable groups are heard. The MEAL Officer will provide direct technical support, build the capacity of staff, and work closely with program teams to ensure evidence-based decision-making and continuous quality improvement.  

Responsibilities: 

  1. MEAL Planning & System Development
  • Develop and implement quality Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, frameworks, methodologies, tools, and reporting processes in line with donor requirements and Al-Ameen standards. 
  • Contribute to the development and implementation of project-specific MEAL plans, including consortium-wide approaches where applicable. 
  • Lead the process of developing, applying, and monitoring project quality benchmarks. 
  • Support streamlined systems for capturing program data, tracking outputs, and meeting reporting requirements. 
  • Ensure gender-sensitive, inclusive, and participatory processes are integrated across all MEAL activities. 
  • Contribute MEAL-related inputs to donor proposals, including logical frameworks, indicators, and evidence-based justifications. 
  1. Data Management & Quality Assurance
  • Ensure the integration, maintenance, and regular updating of databases for all project areas, ensuring accuracy, integrity, and accountability. 
  • Work with Al-Ameen and partner staff to ensure the collection of relevant and appropriate data for monitoring progress, identifying strengths, weaknesses, and gaps, and meeting donor commitments. 
  • Review and update existing data collection tools to ensure quality and relevance. 
  • Maintain and update the master list of project indicators for all locations and partners. 
  • Conduct regular data quality assessments and audits to guide evidence-based decision-making. 
  • Provide timely alerts to relevant staff on corrective actions to address delays, risks, and operational issues. 
  1. Monitoring & Evaluation
  • Lead and support quality baseline, midterm, and final evaluation studies, including drafting Terms of Reference (ToRs), supporting consultant recruitment, liaising with consultants, and reviewing reports. 
  • Conduct assessments and quality evaluations, including methodology design, tool development, enumerator training, data cleaning and analysis, and production of clear evaluation reports. 
  • Facilitate bi-annual outcome harvesting workshops and regular project review meetings. 
  • Implement MEAL plans across all consortium partners and locations to ensure harmonized monitoring and compliance with agreed standards. 
  • Lead midterm reviews and ensure findings are used for adaptive project management. 
  1. Reporting & Documentation
  • Review internal and partner progress reports to ensure they are evidence-based and provide constructive feedback. 
  • Support interim and annual donor reporting by providing accurate and timely MEAL data. 
  • Coordinate the review of all survey and evaluation reports to ensure quality and accuracy. 
  • Document and disseminate lessons learned to inform program planning, design, and improvement. 
  • Contribute to global and organizational monitoring and reporting requirements when applicable. 
  1. Learning & Accountability
  • Lead project learning processes and ensure that lessons learned are systematically applied in ongoing and future projects. 
  • Lead and maintain accountability mechanisms, processes, and practices in line with Al-Ameen standards. 
  • Promote the participation of communities — including children — in monitoring, evaluation, research, and learning activities. 
  • Ensure sex- and age-disaggregated data (SADD), accountability standards, and gender-sensitive approaches are consistently applied. 
  • Share learning and provide constructive feedback to project teams, partners, and donors to ensure continuous improvement. 
  1. Research & Evidence Generation
  • Conduct or coordinate research and analysis to inform program design and capture evidence of project effectiveness. 
  • Coordinate project assessments, evaluations, and research activities, including planning, implementation, and reporting. 
  • Develop ToRs for external surveys, recruit consultants, and oversee their work to ensure high-quality outputs. 
  1. Capacity Building
  • Build the capacity of Al-Ameen staff on MEAL systems, tools, and quality data management through training, mentoring, and technical support. 
  • Keep updated on new MEAL approaches, tools, and technologies, and provide training as needed. 
  • Maintain effective communication and coordination with partners on MEAL-related activities and project cycle management. 
  • Monitor and follow up on partner programmatic implementation, providing technical guidance and corrective action plans as necessary. 
  • Analyze partner project data and reports to identify lessons learned and propose adjustments for improvement. 
  • Engage with consortium partners to understand their needs and tailor MEAL support accordingly. 
  1. Other Duties
  • Perform any other MEAL-related responsibilities assigned by the line manager to support program quality, accountability, and learning. 

Qualifications: 

  • Bachelor’s degree in Statistics, Social Sciences, ICT, Development Studies, Project Management, or a related field; Master’s degree is an added advantage. 
  • Minimum of 3–5 years of professional experience in monitoring and evaluation in development contexts with NGOs; experience with INGOs is preferred. 
  • Proven experience in designing, managing, and implementing MEAL systems, including logical frameworks, results frameworks, indicator tracking tools, and data quality assessments. 
  • Experience in evaluation design and management, including baseline, midterm, and endline evaluations. 
  • Experience with research methods, data collection, management, and analysis using both qualitative and quantitative approaches. 
  • Familiarity with project monitoring and evaluation approaches such as Outcome Harvesting and other participatory methods. 
  • Experience in setting up and maintaining MEAL systems across multiple projects or organizations. 
  • Proficiency in digital data collection tools (e.g., Kobo, ODK). 
  • Strong skills in qualitative and quantitative data analysis and visualization using at least three of the following: MS Excel, SPSS, STATA, Power BI, NVivo, or similar software. 
  • Knowledge of rights-based approaches and international humanitarian standards (e.g., SPHERE, Code of Conduct, Core Humanitarian Standards) is an added advantage. 
  • Highly developed interpersonal and communication skills, including facilitation, coaching, and liaison abilities. 
  • Ability to work independently, troubleshoot, perform root cause analysis, and resolve technical issues. 
  • Self-motivated, creative, results-oriented, and able to work without close supervision in challenging environments. 
  • Fluency in English (spoken and written) is required. 
  • Experience developing MEAL tools and methodologies involving children and communities. 
  • Familiarity with coordination mechanisms, reporting structures, and MEAL harmonization across consortium partners. 
  • Willingness to perform additional duties within the scope of the position as needed.
