About The Role:

ALAMEEN is seeking a Head of Programs Manager who will be responsible for the overall program strategy in all operations of the countries in which the AHS operates

S/He will be accountable for developing policies, processes, and standards for AL Ameen sectors across areas of operation. The Head of the Programs will be accountable for the overall technical quality of country-wide programs as well as for effective monitoring, evaluation accountability, and learning across all programs

The Program Manager will ensure effective systems and processes are in place and support the implementation of AHS’s programs and other system-building activities.

S/He will also manage all aspects of the projects, including project implementation strategy, technical oversight and reporting, personnel management, and budgets.

The Head of Programs will be a core member of the Senior Management Team and will be a direct line manager to the Program Coordination Team and senior program implementation management

Primary responsibilities and tasks

Quality implementation:

  • Lead/Oversee the design process of full proposals and concept papers to Donors and Al-Ameen Support Offices
  • Oversee the implementation and application of AHS standard operating procedures are made in line with AHS policies
  • Provide the final review of all proposals and concept notes prior to submitting them to donors and AL Ameens offices at a regional and internal level
  • Organizing programs and activities by the mission and goals of the organization
  • Lead and manage timely and quality preparation of all quarterly progress reports, annual reports, inception reports, and success stories for AHS , in line with contract requirements.
  • Contribute to the overall management of the country’s operation as a member of the Senior Management Team
  • Increase the visibility and credibility of AL Ameen’s programs and maintain close relations with relevant stakeholders including donors
  • Ensuring goals are met in safety, quality, and team member performance.
  • Ensuring the program is implemented to a high quality based upon related standards (e.g. Sphere, CHS, LEGS, CPMS, CaLP…etc)

Representation, coordination, and advocacy:

  • Establish and maintain effective working relationships with key stakeholders (donors, partners, government, etc.)
  • Meeting with donors to make communication easy and transparent regarding project issues and decisions
  • Actively participate in Senior Management Team and any other meetings as directed by the Country Director/s.
  • Ability to work independently and as a team member to coordinate and lead the efforts of other professionals to meet program goals effectively.

Donor Relation:

  • Lead the process for donor/authorities in collaboration with Country Director/s, and Technical Coordinators and the Regional Coordinator.
  • Provide technical writing for proposals sections
  • Developing a budget and operating plan for the program.
  • Oversee effective management of the entire grants cycle, including smooth kick-off to ensure shared understanding across all departments, periodic grants review to identify and address implementation challenges and facilitate collective troubleshooting, and successful closeout of grants and fulfilment of all contractual obligations

Personal Requirements:

  • Fluent in English (writing –reading –speaking), Arabic and Turkish will be an added value for the candidate.

Expected profile

Education & Qualification

Master’s degree in development, international relations, sociology or any related field

Professional experience

  • At least 7 years of professional experiences, in a similar or equivalent position;
  • Proven experience of reporting and proposal writing;
  • Knowledge of contracts management;
  • Knowledge of health / nutrition/Education protection /NFI/FS and related Sectors
  • Knowledge of donor mechanisms; knowledge of donor compliance is an advantage;

  • Proficient in the use of MS Office and IT in general;
