The conflicts and environmental changes have left the healthcare system overburdened, crippled, and partially destroyed in the conflict and low humanitarian situations zones. Attacks have destroyed or seriously damaged healthcare facilities; medical personnel have been kidnapped, killed, and displaced; and facilities are unable to function because they lack fuel, electricity, water, supplies, or equipment. In similar environments, the remaining employees are worn out and fatigued. 

When it comes to the affected population, which includes a high number of war injuries and trauma cases as well as rapidly rising rates of disease due to overcrowding and unhygienic conditions imposed on the civilian population, Al-Ameen will work in coordination with local authorities and the Ministry of Health (MoH) to support communities with Emergency Medical Teams. 

Furthermore, Al-Ameen is collaborating to deploy Specialized Medical Teams to reinforce local capacity and provide urgently needed health services for the affected population. These specialized services will include cancer care, radiology, pediatrics, pathology, radiology, artificial limbs, microsurgeries, cardiac interventions, and organs transplantation. 

Scope of work 

Al-Ameen contracts the medical consultant to join the medical mission hosted by Al-Ameen to support hospitals and clinics in many contexts. They will deploy in person or online supervision for the training and coaching to build the capacity of national staff and provide high quality services to people in need.  The consultant is responsible for performing medical duties as needed to further the goals of the mission and ensure appropriate post-op care and follow-up. Al-Ameen provides Duty of Care and safety and security training to all missions before entering the countries of conflict and the team is accompanied by our Safety and Security Coordinator throughout their deployment.  

Expenses Covered by the Al-Ameen:  

• Travel from your home country to country of mission and back.
• Transportation in the country of mission as needed.
• Meals for the entirety of voluntary period.
• Accommodation and housing in the country of mission.

The team will report to the Mission Team Lead. This role’s objective and primary responsibility is to see patients at the assigned hospital and to provide much-needed surge support to the healthcare staff of the mission. The physician will deliver medical care to patients in need and present it to the hospital in the area of their specialization. 

Modalities: 

• 1 – 4 weeks deployment.
• Rotating schedule.
• Supervision and coaching.

Main responsibilities: 

• Accompany clinical team to hospital as required to evaluate, diagnose, treat, and provide care to patients in accordance with evidence-based guidelines, as hospital supplies permit, and using IPC principles in place.
• Perform code resuscitations as required of patients presenting to the assigned hospital, in accordance with Advanced Life Support guidelines (ALS).
• Work in collaboration with local ancillary staff, nurses, respiratory therapists, pharmacists, technicians, and physicians to support the needs of the local healthcare staff personnel. Additionally, work with staff from iNGOs that are staffing and supporting at the same hospital.
• Work with logistician and/or medical logistician to ensure medications and medical supplies are well-documented
• Work within the team schedule and collaboration with local authorities, MoH, WHO, local Hospitals, Al-Ameen focal points, and other necessary stakeholders to support a productive, safe, and efficient medical mission amidst a volatile conflict zone.
• Promptly identify areas requiring immediate support and communicate these needs through the appropriate reporting hierarchy.
• Coordinate with the team and seek guidance from the Team Lead as directed.
• Support the development of suitable flow and management of patients within the relevant department.
• Support the continuing development of the hospitals mass casualty management systems and processes
• Support and deliver capacity building according to identified needs through embedding in host structure and delivering technical training programs if appropriate.
• Ensure the evaluation of activities within the unit and appropriate monitoring and reporting of these
• Support in the collection of clinical data and reporting.

Experience and Qualifications: 

Essential: 

• Graduate of an accredited medical school with a Degree of Doctor of Medicine (MD) or other determined specializations.
• Board Certification in designated specialty.
• Current, active, complete, and unrestricted license as a physician to practice medicine, including ability to prescribe scheduled narcotics.
• Ability to work in a team comprising multiple partners and/or medical volunteers from different organizations and backgrounds, with distinct skillsets.
• Fluent in English.

Desirable: 

• National language speaker.
• Proven experience in the requested specialty.
• Background in humanitarian aid delivery.
• Previous experience of working in low-resource and or conflict settings.
• Familiarity with culture, customs, and religious context, and sensitivity towards staff, and acknowledgement of the sensitive and delicate nature of the conflict.
